No. Meridian Sync maps regulatory change to declared policy and prepares a proposal for a person to approve. It never decides an agent action, never writes a policy into force, and never judges whether your organization complies with the law.

No. A model may draft a proposal; deterministic validation checks it against the doctrine, a replay measures it over past decisions, and a named person approves it. Nothing enters force without that approval.
